Healthy Futures (Pae Ora) Amendment Bill 2025

Purpose

This submission opposes the Healthy Futures (Pae Ora) Amendment Bill on the basis that it repeals the equity provisions of the legislation by replacing them with equality clauses and the requirement to produce a National Health Charter.

DPA acknowledges that there will still be health strategies prepared to cover population groups including disabled people, older people, rural communities and women as part of new section 51.

However, DPA expressed its concerns in the submission that the removal of the equity principles will dilute the ability to develop plans that ensure more effective delivery of healthcare to disabled people.

DPA also expressed its concerns about the impact of the legislation on tāngata whaikaha disabled Māori who experience multiple health inequities due to being both tāngata whenua and disabled.

DPA also opposes the provisions around incentivising the contracting out of health services as representing privatisation by stealth.

Summary of DPA submission

DPA does not support the Bill.

 

Recommendation:

That the Health Select Committee recommend that the Bill not proceed.

 

Supporting Statement 1:

DPA is concerned that the removal of the equity principles and the Health Charter will dilute the ability to develop plans that ensure more effective delivery of healthcare to disabled people. 

 

Supporting Statement 2:

DPA acknowledges that while some degree of Māori involvement and the Treaty relationship are recognised in the legislation, the reduction in the power and influence of IMPBs who have developed close relationships with Te Whatū Ora localities will create further barriers to local whānau, hapu and iwi being able to directly participate in decision making on health services within their rohe.
