Purpose

DPA urged that accessibility in housing and transport is prioritised while protecting core community services. 

The submission emphasizes the need for accessible flooding alert systems and meaningful partnerships with Māori disabled people’s organisations to uphold Te Tiriti o Waitangi in local governance. 

Summary of DPA submission

DPA advocates for systemic change and equity within the 2026/2027 Annual Plan. Their submission emphasizes that disabled people are often disproportionately impacted by economic challenges, such as the cost-of-living crisis and fuel shortages.  
 
DPA urges Council to adopt universal design across all infrastructure and housing projects to ensure that disabled individuals can fully participate in the city's life. 
 
A significant part of the submission focuses on accessible transport, which is vital for social connection and community inclusion. While the DPA commends the accessibility features of the newly opened City Rail Link (CRL), they raise concerns regarding the reliability of lifts and the potential for service disruptions. 
 
Furthermore, the DPA strongly opposes proposed government changes to the Total Mobility (TM) scheme, such as reducing fare subsidies from 75% to 65% and implementing trip caps, arguing that these measures would severely limit the mobility and independence of disabled Aucklanders. 
 
The DPA also highlights the critical role of local boards in maintaining community facilities like libraries and pools, which are essential for the wellbeing of disabled residents. They express concern that rates caps could lead to reduced funding for these services or increased user fees, further disadvantaging low-income households. 
 
Key Recommendation: 

DPA recommends that Auckland Council prioritises the maintenance and repairs of the City Rail Link (CRL) lift system in this year’s transport budget to ensure that the network remains safe and reliably accessible for all disabled commuters.
