Northland Regional Council User Fees & Charges 2026/27

Purpose

The purpose of this submission is to advocate for equity for disabled people by urging the Northland Regional Council to ensure that user fees and charges are accessible and that essential public transport services, such as the Total Mobility scheme, remain affordable and available. 

Summary of DPA submission

DPA strongly supports the Total Mobility (TM) scheme and public transport accessibility, noting that these services are vital for ensuring disabled people can maintain social connections and participate in community life. 

DPA does not support measures that place a disproportionate financial burden on disabled residents and the government's proposed funding cuts to the Total Mobility scheme, which include reducing the maximum fare cap.  

Key recommendations for the Council to ensure the fee remission process is simplified and fully accessible. Additionally, DPA urges the Council to mitigate the impact of Total Mobility funding cuts by retaining the current $45 maximum fare cap and committing to fully fund its share of the scheme. We also recommend that the Council proactively collate data on the impacts of severe weather on disabled people and engage the community in discussions regarding climate resilience.
