Environment Canterbury (E-Can) Draft Annual Plan 2026/2027 Mahare ā Tau

Purpose

The purpose of this submission is to feedback to Environment Canterbury (E-Can) Regional Council on their annual plan from a disability perspective. 

Summary of DPA submission

DPA commended E-Can’s commitment in the plan to continue with the need to be accessible and meeting the needs of different communities, including disabled people, in the transport space. 

 

DPA welcomed planned moves in the transport space for 2026/27 including, 

  • the planned transition to Motu Move,  
  • the increased focus on safety and customer retention,  
  • the trialling of new service improvements,  
  • and the planned improvements to Christchurch’s Bus Network. 

DPA recommended that the trialling of new service improvements and planned improvements to Christchurch’s bus network involve disabled people. 

However, DPA expressed disappointment in E-Can's decision to reduce the maximum regional fare cap from $75 to $63, at the same time as the Iran War-induced rise in fuel costs begun to have an impact.  

DPA asked that considering the escalating fuel crisis and its impact on disabled people, E-Can reinstate the regional fare cap back to $75. 

DPA commended E-Can on its commitment to environmental protection and civil defence and emergency management. 

DPA commended E-Can's efforts in climate change mitigation and flood protection and on plans to continue training civil defence personnel in emergency management techniques.
